Why do I not see any suggestions in the tool if I have enabled ad groups with no active RSAs?

The lack of suggestions in the Create Responsive Search Ads tool may be due to specific campaign and ad group settings. This tool generates suggestions exclusively for ad groups within enabled and paused campaigns that have "Eligible" or "Pending" serving statuses and contain Expanded Text Ads.
